Nope, sorry guys. That's not Talky Tawny (though as I recall a reference is made).
That's a kid-version of Desmond Carr, appropriately dubbed "the Tiger Man". Normally he's quite a bit bigger. :-)
Anyway Desmond ended up taking a "Tiger Potion" while in India, I think it was, and it left him with the ability to transform into different kinds of humanoid tigers.
It's fun. :-)
